Ms. Mildred Santos
BIOGRAPHY
Ms. Mildred Santos is an economist, graduating Summa Cum Laude from the Technological Institute of Santo Domingo (INTEC). She holds a master’s degree in “Foreign Trade and International Finance” from the University of Barcelona (UB), Spain, and a master’s degree in “International Economic Development” from the University of Applied Sciences (Fachhochschule für Technik und Wirtschaft, FHTW) in Berlin, Germany. With over 28 years of professional experience in investment promotion and foreign trade, she began her career at the Investment Promotion Office of the Dominican Republic (OPI-RD). In June 2003, following the merger of this institution with the Dominican Center for Export Promotion (CEDOPEX), she became part of the team at the Dominican Republic Export and Investment Center (CEI-RD), now ProDominicana. She has worked within the institution in various areas related to economic studies, investment promotion, generation, analysis, and dissemination of Export and Foreign Direct Investment (FDI) statistics, investment registration and prospecting, and market intelligence for Export and FDI. She has participated in significant training programs, workshops, and seminars on sustainable economic development, trade and investment promotion, and competitiveness in countries such as Korea, Japan, People’s Republic of China, Ireland, Germany, Belgium, Spain, the United States, Chile, Barbados, Jamaica, Brazil, Costa Rica, among others. She has represented the country in regional and global investment promotion associations, including her role as a Founding Member and Representative of CEI-RD to the Caribbean Investment Promotion Agencies Association (CAIPA) since 2009, the year of its foundation, and as the regional representative for Central America and the Caribbean to the World Association of Investment Promotion Agencies (WAIPA) from 2012 to 2016, and the current regional director for the 2023-2025 period. Her goal has been to strengthen business and investment relationships with the Caribbean, Latin America, and the world, through the promotion of effective investments, the exchange of best practices with the region and the world, and attracting potential investors for the member countries of the association in the LAC region. She has achieved significant recognitions for both the agency and the country in both CAIPA and WAIPA. Since September 2016, she has served as the Deputy Technical Director of the Dominican Republic Export and Investment Center, ProDominicana, where she coordinates projects, work plans, and actions that impact the promotion and fostering of exports, the promotion and attraction of foreign direct investment, as well as any other relevant projects related to these sectors.
