Mr. Joe Gbonda

Joe Gbonda, FCCA is an experienced Chartered Accountant and senior public finance professional with extensive expertise in strategic financial management, governance, budget planning and control, and organisational development. He is particularly skilled in building effective partnerships and collaborating with stakeholders to achieve strategic objectives and institutional goals. Mr. Gbonda has several years of senior management experience across public-sector and local government institutions in the United Kingdom, including the Metropolitan Police Service (Scotland Yard), the Home Office, and the London Boroughs of Camden and Southwark. His experience spans financial strategy, governance, performance management, resource planning, risk management, and the delivery of complex organisational priorities. He currently serves as Director of Strategic Policy & Planning at the National Investment Board (NIB) of Sierra Leone, where he provides strategic leadership across a range of policy, planning and investment-related functions. His responsibilities include conducting risk analysis and developing management and mitigation strategies, including options to strengthen institutional sustainability. In his role at NIB, Mr. Gbonda also contributes to the development and promotion of best-practice investment policy, research and advocacy, including collaboration with UNCTAD. He leads work on the development of NIB’s strategic plan and Sierra Leone’s national investment policy, while also supporting income-generation and revenue-diversification strategies. His responsibilities further include leveraging financial and technical assistance from development partners and donors to support institutional priorities and national investment objectives. Through his experience in public finance, strategic planning and investment policy, Mr. Gbonda brings a strong combination of technical expertise, strategic leadership and partnership-building to his work.
