H.E. Mr. Omar Rekkache

Dr. Omar REKKACHE is the Director General of the Algerian Investment Promotion Agency (AAPI) since November 2022 and serves as Regional Director for the MENA Region on the WAIPA Steering Committee for the 2025-2027 term. With a strong academic and professional background in economic analysis, statistics and applied economics, Dr. REKKACHE has extensive experience in public policy, economic planning, economic development and government decision-making. He holds a PhD in Statistics and Applied Economics from the National School of Statistics and Applied Economics (ENSSEA), a Magister degree in Economic Analysis, and a State Engineering degree in Statistics and Planning.He also served as a lecturer at the National Higher School of Statistics and Applied Economics (ENSSEA) and at the University of Algiers 3, where he taught courses in microeconomics and macroeconomics. Throughout his career, Dr. REKKACHE has held several senior positions within the Algerian public administration. From February 2021 to November 2022, he served as Mission Officer at the Prime Minister's Office, following his tenure as Director of Studies at the Prime Minister's Office from February 2021 to June 2022. From February 2020 to February 2021, he served as Head of Cabinet to the Minister Delegate in charge of Statistics and Foresight. His previous responsibilities include serving as Director of Growth Policies at the Ministry of Finance from 2018 to 2020 and Deputy Director for Monitoring the International Economic Environment from 2013 to 2018. Earlier in his career, he held senior positions at the Ministry of Foresight and Statistics. In October 2025, the Algerian Investment Promotion Agency (AAPI) was unanimously elected to represent and lead the MENA region within the WAIPA Steering Committee for the 2025-2027 term, during the World Investment Conference (WIC 2025) and the WAIPA General Assembly. In this capacity, Dr. Omar Rekkache contributes to strengthening regional dialogue, cooperation and the exchange of experiences and best practices among Investment Promotion Agencies across the MENA region. He also supports initiatives aimed at enhancing regional collaboration and advancing innovative approaches to investment promotion and facilitation.
