BIOGRAPHY

Dr. Yousef M. Alhorr is a Qatari climate action and sustainability leader, scientist, and innovator whose work focuses on advancing practical solutions for low-carbon and sustainable development. His leadership spans green buildings, carbon markets, climate technologies, research, and the development of standards and systems that translate sustainability goals into measurable outcomes.

As Founding Chairman of the Gulf Organisation for Research & Development (GORD) and Global Carbon Council (GCC), Dr. Alhorr has led initiatives supporting sustainability, greenhouse-gas mitigation, carbon markets, and institutional capacity. Under his leadership, GCC has grown into an internationally recognized carbon-crediting program supporting mitigation activities across more than 50 countries.

His contributions also include the development of national and regional sustainability frameworks, including sustainable-building requirements within Qatar Construction Specifications and the Unified Gulf Building Code, alongside efforts to harmonize sustainability standards across GCC countries.

Internationally, Dr. Alhorr has contributed to major climate and sustainability platforms, including the annual United Nations Climate Change Conference (COP). Through his work, he continues to advance the integration of climate policy, high-integrity carbon markets
