Dr. Gao Shiji

Dr. Gao is a leading Chinese expert on climate change and green low-carbon policies. He holds a BSc in Applied Mathematics from the National University of Defense Technology and a PhD in Systems Management from City, University of London. After working as an international project consultant, he joined the Development Research Center of the State Council in 2004 and took up his current post in 2013. His research focuses on ecological civilization institutional reform, environmental governance and industrial strategies. He participated in the "China 2030" project, is a professor at Beijing Normal University, and proposed a green transition path via high-quality urbanization. He has written on the integrated model of ecological industrialization and industrial ecologicalization.
