Ms. Yasmin Alem

Yasmin Alem is Head of the Secretariat of the United Nations Internal Displacement Solutions Fund (IDSF), where she leads the Fund’s strategy, investment partnerships, and operations to unlock development finance for countries addressing internal displacement at scale. 

IDSF applies a venture-capital mindset to development finance, deploying flexible, higher-risk catalytic capital in countries committed to scalable and sustainable solutions. By investing in enabling conditions—from government systems and policy reform to financing frameworks—the Fund helps countries unlock significantly larger pools of public and development capital. Since becoming operational in 2024, IDSF investments have helped mobilize more than US$3 billion in additional financing. 

Yasmin has more than 16 years of experience across international development, multilateral finance, and strategic partnerships, with a particular focus on fragile and conflict-affected settings. Prior to joining the United Nations, she managed capacity development programmes at the International Monetary Fund and mobilized more than US$100 million in blended finance and private-sector commitments at the International Fund for Agricultural Development. 

Yasmin holds an MBA from the University of Geneva.
