Biography
H.E. Dr. KAO Thach serves as Delegate of the Royal Government in Charge as Chief Executive Officer of the Agricultural and Rural Development Bank (ARDB) and is the Chairman of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP).
He holds a Bachelor of Laws from the Faculty of Law and Economics of Cambodia, a Master of Laws from Bond University (Australia), a Doctor of Business Administration from EU Business School (Switzerland), and a Ph.D. in Public Policy from the University of Cambodia.
With extensive experience in public finance and capital market development, Dr. Thach previously served as Deputy Director General of the Securities and Exchange Commission of Cambodia and Head of the Financial Market Division at the Ministry of Economy and Finance. He played a key role in establishing Cambodia's securities regulatory framework and stock exchange, drafting major securities legislation, and shaping the country's financial development strategies 2006-2015 and 2011-2020 and more.
He is also an accomplished researcher and author in the fields of finance, public policy, and economic development.
