Ms. Jess Halliday
BIOGRAPHY
Jess Halliday is the Chief Executive at The RUAF Global Partnership on Sustainable Urban Agriculture and Food Systems. She is a seasoned consultant, researcher, and journalist with a specialization in food policy governance and the food system. As an associate of RUAF since 2018, Jess collaborates with cities, NGOs, and universities to advance sustainable urban and city-region food systems. Her expertise spans participatory multi-stakeholder planning, food policy assessment, training, capacity-building, and knowledge systematization. With experience in IPES-Food and Cirad, she has contributed to reports on urban food policy development and sustainability. Jess earned her PhD in Food Policy from City University London, focusing on institutional analysis of local and urban food policy. Her interests include governance of urban food systems, resilient city-region food systems, social equity, and the contribution of food policy to Sustainable Development Goals.
