BIOGRAPHY

Heba Shams, a public policy and regulatory lawyer working at the World Bank Group as Lead Private Sector Specialist. She currently advises governments in South Asia and in fragile countries on investment law and policy. Previously, she was Manager of External Affairs in the Middle East and North Africa (MNAEX) responsible for the World Bank’s outreach strategy across the region.

Ms. Shamseldin joined the World Bank Group in 2004 and served in various capacities since then. As senior financial sector specialist she advised governments on issues of integrity, transparency and financial sector reform. She then joined the office of the Managing Director as Special Assistant with a portfolio covering MENA, Governance, Finance and Private Sector Development.

Prior to joining the World Bank Group, she was in academia teaching law at Cairo University and London University. She has published on a range of issues in anti-corruption, financial market integrity, and international investment law and Policy.
