Mr. David Livingstone

BIOGRAPHY
David Livingstone MBE DSC FRGS is Managing Director of Napier Meridian and an Associate Fellow at Chatham House. He is a former Naval Officer, serving, inter alia, as a desk officer in the MOD Directorate of Military Operations for four years in the mid1990s. In this appointment he was a staff officer in COBR and worked on a number of Cabinet Official Committees, being a founder member of the Cabinet Committee on Information Warfare, a predecessor of the current HMG cyber security arrangements, in 1996. For his MOD work he was made MBE in 1998. He retired from the Services in 1999, and after some beneficial experience in corporate industry, established his own consultancy in 2005 through which he advises government and commercial clients on security policy, with a particular bias on cyber.
He is currently assisting the Scottish Government develop a national cyber security strategy. He is an Associate Fellow on the International Security Programme at Chatham House, where he has completed a number of research projects on, variously, national risk management processes, cyber security, counterterrorism, serious organised crime, and related subjects. His latest completed study, published in September 2011, was an investigation of the management of Cyber Security within the UK’s Critical National Infrastructure. He is currently working, with colleagues, on a project regarding the international narcotics trade
