BIOGRAPHY

Mr. Elwaer, a Libyan national, holds a Ph.D. in Environmental Chemistry from Sheffield University, UK, a Post Graduate Diploma in Organizational Leadership from the Gestalt Centre in the US, and a B.Sc. in Environmental Engineering from the University of Sabha, Libya. He previously served as Secretary of the Environmental General Authority for Libya and led the African Ministerial Congress on Environment as President from 2004 to 2006. Joining the African Union (AU) in 2007, he held roles including Director for Human Resources, Science and Technology, and Director for Administration. During his AU tenure, he oversaw the establishment of unique African initiatives. Before his role at the Food and Agriculture Organization (FAO), he worked at the Islamic Development Bank (IsDB) as Adviser to the President on Global Advocacy and Partnerships, where he also held positions such as IsDB Spokesperson and Director of Cooperation from 2014 to 2017. He was additionally appointed IsDB’s Sherpa at G20 and Multilateral Development Banks.
