He was born in March 30, 1982.

Higher education. In 2003 he graduated from the Kyrgyz National University named after Zh. Balasagyn, Faculty of Economics, specialty: accounting and audit. He has additional education in the following programs: ADB “Economic Analysis of Projects”, TACIS “Macroeconomic Policy”, WB “Financial Management and Payments for PEMPAL Projects “Fiscal and Budgetary Policy”, “Wage Fund Management”, “Internal Audit and Control in the Public management"; “Planning of Public-Private Partnership Projects JICA.

Work experience:

2003-2004 - Intern of the Department of Planning and Evaluation of Projects of the Public Investment Program of the Investment Policy Department of the Ministry of Finance of the Kyrgyz Republic;

2004-2006 - Leading Specialist of the Department of Cooperation with International Financial Organizations of the Ministry of Economic Development, Industry and Trade of the Kyrgyz Republic;

2006-2007 - chief specialist, deputy head of the international cooperation department of the Ministry of Industry, Trade and Tourism of the Kyrgyz Republic;

2007 - Leading Specialist of the Department for Planning and Evaluation of Projects of the Public Investment Program of the Department of the Public Investment Program of the Ministry of Economy and Finance of the Kyrgyz Republic;

2007 - Assistant to the Minister of Economic Development and Trade of the Kyrgyz Republic;
