Dr. Jicui Dong
BIOGRAPHY
Dr. Jicui Dong is the Unit Head of the Local Production and Assistance Unit in the Department of Regulation and Prequalification in WHO. With her diverse expertise, she has been leading the Unit to support Member States in promoting technology transfer and strengthening sustainable quality local production of medical products (medicines, vaccines, biopharmaceuticals, IVDs, etc.) to improve access. She has been representing WHO in working with global partners to implement regional/global local production initiatives, such as the PMPA under the leadership of AUC. Dr Jicui Dong is responsible for the World Local Production Forum, a new WHO initiative and sustainable platform to foster global coordination & synergies and galvanize collective action in local production and technology transfer. She led her unit to receive the WHO Director General’s Award for Excellence in 2021.
Among her 20+ years in WHO, Dr Jicui Dong also has rich experience in the normative work and developed the first WHO guidance document for naming biotechnological substances with support of the WHO INN Expert Group. She managed the Consultative Expert Working Group (CEWG)-related agenda under the context of Global Strategy and Plan of Action on Public Health, Innovation and Intellectual Property, particularly in managing the global health R&D demonstration projects. She has several first-hand experiences in the WHO resolution process. Before joining WHO, Dr Jicui Dong worked in medical research, pharmacology, new drug development, coordination of drug development, production and clinical trials, etc.
Dr Jicui Dong received her PhD in Biology in Switzerland, MSc in Pharmacology in China and MBA in the United Kingdom. She also received executive training in trade, diplomacy and public health and extensive training in innovation, entrepreneurship, etc. in Switzerland and USA
