Small Island Developing States (SIDS) face some of the world’s most acute climate risks, while high financing costs, limited fiscal space and a shortage of investment-ready projects continue to constrain investment in adaptation and resilient infrastructure. Moving from international climate commitments and national adaptation plans to implementation will require stronger project preparation, innovative financing and risk-sharing mechanisms, and closer collaboration between governments, development banks and private investors.
The session will bring together policymakers, international financial institutions, investors, business associations and other partners to discuss how adaptation can become a more attractive and scalable investment opportunity. Particular attention will be given to building credible project pipelines, mobilizing private investment, strengthening investment promotion and facilitation, and deploying guarantees and other instruments to improve project viability. The discussion will also seek to identify concrete partnerships and commitments that can be advanced at WIF 2026 and taken forward towards COP31.
