Intellectual property (IP) is central to the knowledge economy and increasingly influences where technology-intensive investment flows. Intangible assets account for much of the value of leading companies, while international investment agreements routinely protect IP as an investment. Yet international IP dispute resolution remains fragmented. Treaty commitments have expanded through WIPO instruments and TRIPS-plus agreements, without corresponding enforcement mechanisms. The challenges facing the WTO Appellate Body could further weaken multilateral resolution of trade-related IP disputes, while alternative mechanisms remain largely untested. This adjudicatory uncertainty can affect investment decisions, particularly regarding R&D, technology licensing and capital allocation. Qatar offers a contrasting example, having rapidly modernized its IP framework in line with Qatar National Vision 2030, including accession to the Madrid Protocol and Nice Agreement, digitalization of trademark services, and stronger enforcement through relevant authorities, courts and customs. The panel will connect international IP reform with practical challenges of protecting, enforcing and monetizing intangible assets in Qatar.
