Reconstruction needs across several countries are increasing but investment flows to conflict-affected and fragile economies continue to decline. Transitioning from humanitarian relief to sustainable recovery requires moving toward a broader mobilization of investment, aligned with national reconstruction priorities. This demands deliberate policy sequencing: designing investment frameworks that attract early movers, address sensitive issues, and deploy the right mix of de-risking instruments without undermining fiscal sustainability. Drawing on reconstruction experiences from Europe, the Middle East and Africa, this session will examine the policy choices, financial instruments and partnership architectures that can make investment a genuine tool for peace and reconstruction.
