BIOGRAPHY

Ms. Spinelli is Head of the International Investment Statistics Unit at the OECD, where she plays a leading role in the update of international statistical standards. This includes leading the update of the OECD Benchmark Definition of Foreign Direct Investment (BD4), by acting as the Secretariat of the Working Group in International Investment Statistics (WGIIS), and indirectly contributing to the update of the IMF Balance of Payments and International Investment Position Manual (BPM6), by having served as co-Secretariat of the joint IMF-OECD Direct Investment Task Team (DITT). Beyond the update of BD4, she focuses on promoting understanding, awareness and implementation of international standards for Foreign Direct Investment statistics and increasing the impact of international investment data and analysis. Prior to serving as a Senior Statistician, she worked as a Trade Policy Analyst at the OECD and led research into the impact of regulation on foreign investment, trade, competition and firm’s performance, where she has made extensive use of International Trade in Services statistics, Foreign Affiliate Statistics and Foreign Direct Investment Statistics, often at the micro-data level. Ms. Spinelli has around fifteen years of experience in the field of economics, statistics, trade and investment.
