Mr. Jim Mugunga

Jim Mugunga is a Certified Public Private Partnerships (PPP) practitioner. He was a part of the Government of Uganda technical team that delivered the Uganda PPP legal/ institutional framework; the PPP Policy 2010, the PPP Act 2015 and Regulations and Guidelines. A holder of a Masters’ Degree from the University of Leeds (UK). Jim is currently the Executive Director of Uganda's Public Private Partnerships Unit at the Ministry of Finance. He is also the country’s official Spokesperson of the Ministry and has over 20 years of practical experience in investments and private sector engagements. From implementing Divestiture and Privatisation policies; to converting hitherto monopolistic SOEs to self-sustaining listed entities on the Uganda Stock Exchange (USE). He serves as a Board Member with various public, private and charitable entities.
