BIOGRAPHY

Escipión Oliveira-Gómez is the Director of the Division of Enterprises Competitiveness and Institutions (DECI) of the International Trade Centre (ITC).

In this framework, Mr. Oliveira-Gómez and his team work to connect micro, small and medium-sized enterprises (MSMEs) to international value chains, strengthen Business Support Organizations (BSOs) and related ecosystems, increase MSME compliance with quality standards and promote digital trade and entrepreneurship. ITC’s work focuses, among others, on innovative and inclusive market-driven approaches to strengthen the international competitiveness of MSMEs and the institutional strengthening of BSOs from developing countries.

Mr. Oliveira-Gómez has 30 years of experience in drafting, managing, supervising, and evaluating multi-donor programmes and projects. His work has focused on the creation, strengthening and internationalization of MSMEs and BSOs. Before joining ITC, he served as Assistant Secretary General for Structural Economic Transformation and Trade of the Organisation of African, Caribbean and Pacific States (OACPS). In this framework he was responsible for implementing the OACPS-European Union’s Private Sector Development Framework, with a portfolio of over 20 programmes and a budget exceeding 600 million euros. Mr. Oliveira previously assumed the position of Deputy Minister in charge of Development Cooperation of the Dominican Republic.
