Governments and institutions charged with promoting economic development use PPPs in a variety of circumstances to attract, retain and grow companies and to nurture entrepreneurship. The most common form is a twist on traditional PPPs, wherein the public sector invests first, then is repaid by revenues due to increased economic activity via investment and jobs.
